INVISIBLE SLUM
The Invisible Slum refers to a condition in which inequality, poverty, and social exclusion do not appear as spatially visible concentrations, as in conventional slums, but instead emerge in dispersed forms throughout the urban environment. In societies where capitalism has permeated to a certain level, it appears on the surface that everyone enjoys a degree of prosperity (a form of cultural inclusion). In reality, however, numerous forms of structural exclusion persist, whereby socially vulnerable groups are marginalized by institutional frameworks and labour markets. These conditions exist in forms that are difficult to perceive spatially or visually, embedded within the fabric of the city.
In postwar Japan, while conventional slums were largely eliminated at a social level, poverty and housing precarity did not disappear but instead transformed into new forms. As a result, “new slums” have emerged in dispersed and largely invisible ways across the city, exemplified by phenomena such as "internet café refugees" and the "working poor". Precisely because these conditions remain invisible, they are difficult to recognize as social issues, and there is even the possibility that we ourselves unknowingly contribute to their maintenance and reproduction. From the perspective of architectural research, such conditions are also extremely difficult to address.
This research project seeks to conceptualize this “invisible slum,” to develop planning frameworks and methodologies for engaging with these conditions, and ultimately to propose possibilities for architectural intervention.
インビジブルスラム(Invisible Slum)とは、格差や貧困、社会的排除が、従来のスラムのように空間的に可視化されず、都市に分散した形で現れる環境や状況を指す概念である。資本主義が一定水準まで浸透した社会では、表面的には誰もが豊かさを享受しているように見える(文化的包摂)。しかし現実には、社会的弱者が制度や労働市場から構造的に排除される状況が数多く存在し、それらは空間的・視覚的に捉えにくいかたちで都市の中に埋め込まれている。
日本は戦後、スラムを社会的に解消することに成功したが、その結果、貧困や居住の不安定さは姿を変え、ネットカフェ難民やワーキングプアなど、不可視化された「新しいスラム」が都市の各所に偏在するようになった。これらは可視化されていないがゆえに社会課題として認識されにくく、私たち自身がその状況の維持・強化に無自覚に加担してしまう可能性すらある。こうした状況は建築学の対象としても極めて扱いにくい。
本リサーチプロジェクトは、この「見えないスラム」を概念化し、それを扱うための計画論・方法論を構想するとともに、建築的介入の可能性を提示することを目的とする。
